VVS1 inclusions are so small that trained graders struggle to find them under 10x magnification, and usually locate them only from the pavilion side. In practice: microscopic perfection without the Flawless certificate premium.
A VVS1 diamond contains inclusions that are extremely difficult for a skilled grader to see at 10x magnification, typically minute pinpoints or faint internal graining found only from the pavilion, the bottom of the stone. Face up, even under a loupe, most VVS1 stones read as clean. This is the highest grade at which the word inclusion applies at all, and the distinction from IF is one only a laboratory can make.
VVS1 exists for buyers who want the practical equivalent of flawless with a less punishing price. It is also the grade where large stones start to make sense at the top of the scale: inclusions become easier to see as carat weight grows, so a three carat stone benefits from a VVS pedigree in a way a half carat never will.

Step up only for the certificate. There is no visual difference, under a loupe or off.
Choose VVS1 for large carat weights, for step cuts you want effectively perfect, or simply for the peace of mind of a stone no microscope will embarrass.
Step down freely. The difference is which side of the stone the grader found the pinpoint on.

VVS1 pairs naturally with emerald and asscher cuts, where its near-empty interior is actually on display, and with any brilliant cut above two carats, where size begins to work against lower grades. In a one carat round, its advantage over VS1 is invisible.

The gap between VVS1 and IF is a laboratory technicality; the gap between VVS1 and VS1 is invisible to every naked eye on the planet. That makes VVS1 either a smart landing spot or an unnecessary one, depending on the stone. On a large step cut it is money well placed. On a one carat brilliant it is a certificate upgrade, and we will say so before you pay for it.
